You are billed per answer, never per request. If we cannot prove the rules for a jurisdiction, the call still returns what we hold, that market goes into our research queue, and you are not charged. Paid plans are never hard-stopped: past your included answers we meter the overage, bounded by a spend cap you control.

A response is billed only when it carries at least 6 facts the citation gate has proven against a government source, including at least one a host must act on (the licence, a cap, a tax, an eligibility rule). Every metered response says whether it was billable and why, so you can audit an invoice against your own logs.
Ask about a jurisdiction we cannot yet prove and the call returns what we hold, puts that market into our research queue, and is not counted. Point an entire portfolio at us without underwriting our coverage gaps.
A city or state answer is a cached row. An address answer resolves the parcel, which we pay a vendor for, so it carries its own per-answer rate on every plan that offers it.
Past your included allowance we keep serving and meter the overage, because an integration your customers depend on should not stop working mid-month. A spend cap you control, defaulting to three months of your plan, protects you from a runaway loop.

A lookup widget on your own site is a flat licence, from $2,500 a month, never metered: you cache it, so call volume would measure your caching, not the value you receive.
