HostReadyNeptune Beach expressly prohibits short-term rentals in the R-1, R-2, R-3, R-4 and R-5 residential zoning districts (Sec. 27-225(1), Unified Land Development Regulations). The code defines a short-term rental as any private dwelling rented, leased or advertised for a term of less than twenty-eight (28) days, and classifies it as a commercial use. A stay of 28 nights or longer falls outside that definition. Duval County tax obligations still apply to any transient rental.
