Every short-term rental host in Sarasota now has a compliance deadline that cannot be ignored. The city has expanded its vacation rental ordinance citywide, meaning operators who were never touched by the original 2020 barrier-island rules are now squarely in the crosshairs. The certificate is not optional, the fines are real, and enforcement is trending upward.
What Changed and Why It Matters Now
Sarasota first regulated short-term rentals on its barrier islands in 2020. That was the opening move. Last year, the Coalition of City Neighborhood Associations of Sarasota successfully pushed the city to expand the ordinance to every corner of the city. Under Ordinance 25-5560, all single, two, three, and four-family dwelling units zoned residential must now hold a Sarasota Vacation Rental Certificate to operate legally. If your property sits in a residential zone and you are renting it short-term, this applies to you.
The registration application process opened July 1, 2024. Hosts who have not yet applied are already behind.
The Numbers That Actually Matter
The certificate costs $500 per year and must be renewed annually. That is the baseline cost of staying legal. Beyond the fee, hosts face a web of requirements that go well beyond filling out a form:
- A 7-night minimum stay applies citywide.
- A local contact must be reachable and able to respond within 60 minutes of a complaint.
- A parking plan is required as part of the application.
- A floor plan must be submitted.
- A building code inspection and fire safety inspection are both required before a certificate is issued.
- Safety equipment, including working smoke alarms, carbon monoxide detectors within 10 feet of each sleeping area, and a fire extinguisher, must be in place.
- Liability insurance with a substantial minimum coverage amount is required.
- Every listing must display the maximum occupancy and the City of Sarasota Vacation Rental Certificate of Registration number in all advertising.
Miss any of these and you are exposed. Violations can result in fines of up to $500 per day. With enforcement described as high and trending upward, the city is not treating this as a grace period.
The Tax Piece Hosts Often Miss
Certification is only half the compliance picture. Sarasota hosts also owe tourist tax on every booking. The combined rate is 12%, split between a 6% state tax and a 6% local tax. Platforms like Airbnb collect and remit some of this automatically, but hosts are still responsible for registering with the Sarasota Tax Collector and filing monthly. Assuming the platform handles everything is a common and costly mistake.
The Political Current Running Underneath
The timing of Sarasota's crackdown is not happening in a vacuum. Airbnb contributed $1 million to the political committee supporting Republican gubernatorial candidate Byron Donalds, who previously backed legislation that would have blocked local governments from regulating short-term rentals at all. Airbnb funneled the money through a committee called "The People Versus The Powerful," which transferred the funds to Friends of Byron Donalds PAC on May 19. Airbnb also sent more than $900,000 to a PAC belonging to The Southern Group, one of Tallahassee's top lobbying firms, and $250,000 to a pair of GOP Florida statehouse committees.
If Donalds wins the governorship, state preemption of local STR rules could return as a live legislative threat. For now, though, Sarasota's ordinance is the law on the ground, and local enforcement is the immediate reality hosts face.
What Hosts Should Do Right Now
The path forward is straightforward, but it requires action. Start the certificate application through the city's licensing portal, get your property inspected, lock in your local contact, document your parking plan, and confirm your tourist tax registration is active. If your listing does not already display your certificate number and maximum occupancy, fix that before your next booking goes live. The city is watching, the fines stack daily, and the political winds at the state level are unpredictable enough that waiting for a rollback is not a strategy.
