North Bennington Village just closed the gap between having a rule and enforcing one. The village trustees voted this month to adopt an administrative policy for enforcing its short-term rental ordinance, complete with a $100 annual fee and a July 1 registration deadline. If you rent your home or a room in North Bennington for fewer than 30 consecutive days, this policy now applies to you.
From Ordinance to Action
The village did not move fast here. The trustees originally adopted the short-term rental ordinance back in November 2025, but the enforcement machinery sat idle until now. Trustee Chair Mary Rogers put it plainly: "So, this has been around for a while. If we have an ordinance, it's only a good idea unless you have some way to follow up and make sure that people are doing what they're supposed to be doing."
That follow-up is now official. The new administrative policy assigns day-to-day enforcement to the village clerk, Lori Elwell, who said she does not expect to be overwhelmed. "I think it's fine. I don't foresee it being so busy that I would need to request help," Elwell said. "But if I do, I will ask one of you." If the workload grows, the trustees can appoint one of their own members to assist.
What the Policy Actually Requires
The process is straightforward but proactive. Village officials will not wait for hosts to come to them. Rogers described the approach: "First of all, do the research, look on the VRBO, the Airbnb, whatever those sites are. Find out who is advertising things in North Bennington. Send the registration form, and perhaps a copy of the policy or whatever we need to that individual, and then request the fee."
In other words, the clerk will be scanning listing platforms and reaching out to operators directly. Hosts who think they can stay invisible on Airbnb or VRBO should think again.
The annual registration cycle runs to July 1 each year. Operators must submit a registration form and pay the $100 annual fee by that date.
Who Is Covered
The North Bennington ordinance defines a short-term rental as "a furnished house or other dwelling room or self-contained dwelling unit rented to the transient, traveling, or vacationing public for a period of fewer than 30 consecutive days and for more than 14 days per calendar year." Critically, that definition covers both entire homes and single rooms. Month-to-month leases are excluded.
Right now, officials say they are aware of just two active short-term rentals in the village. That small number is exactly why the clerk believes the workload will be manageable, at least for now. But the policy is built to scale, and the platform-scanning approach means new listings will not go unnoticed.
The Bigger Picture in Bennington County
North Bennington is not operating in a vacuum. Neighboring Shaftsbury is simultaneously developing its own short-term rental bylaw, with a Planning Commission public hearing already held and a selectboard vote still ahead. Across Bennington County, the short-term rental market is substantial: 228 active listings in Manchester, 201 in Winhall, 92 in Peru, and 84 in Bennington as of December 2025, according to housing data cited in the source reporting.
Statewide, the growth trend is hard to ignore. Statistics from the Vermont Housing Finance Agency show available short-term rentals in Vermont grew from 6,753 in January 2018 to 11,194 in December 2025. That kind of growth is precisely what is pushing small villages like North Bennington to stop treating their ordinances as suggestions.
What Hosts Should Do Now
- Check whether your property meets the ordinance definition: fewer than 30 consecutive days, more than 14 days per calendar year, and this includes single rooms, not just whole units.
- Expect outreach from the village clerk if you have an active listing on Airbnb, VRBO, or similar platforms. The clerk will be looking.
- Budget $100 for the annual registration fee and mark July 1 as your recurring compliance deadline.
- Be ready to submit a registration form when contacted. The process is designed to be simple, but ignoring it is no longer an option.
