Everyone who owns residential and/or multi-unit rental properties in the City of South Bend that they do not personally occupy must register their rental properties with DCI-Neighborhoods on or before September 1st of every year. Registration must be completed by the property owner (not property managers) through the OpenGov portal. Failure to register results in a $300 civil penalty per rental unit.
