Jacksonville Beach allows short-term vacation rentals in all zoning districts where residential use is permitted or conditionally permitted. This is a relatively permissive framework compared to many Florida beach communities. To operate legally, owners must obtain a Short-Term Vacation Rental Certificate from the city ($150 annually), pass a Fire Marshal inspection, and maintain multiple state and county licenses including a Florida DBPR license, Duval County Tourist Tax certificate, and local business tax receipts. Maximum occupancy is capped at two persons per bedroom plus two additional guests, with an absolute maximum of 12 occupants per unit. A designated Responsible Party must be available 24/7 and able to respond to issues within two hours. Owner-occupied units renting 50% or less of the property are exempt from the STR regulations entirely. There is no primary residence requirement for non-owner-occupied rentals, meaning investors can operate STRs without living on-site. Annual renewal is due by October 1st each year.
