Springdale, Utah has a highly restrictive short-term rental program tied to its proximity to Zion National Park. New transient lodging (any rental for 30 days or less) is only permitted through the Transient Lodging Overlay Zone (TLO), which requires a legislative zone change approval. Only properties already zoned Central Commercial (CC) or Village Commercial (VC) are eligible to apply for the TLO. Applications are accepted only during a narrow window of March 1 through March 31 in even-numbered years (2024, 2026, etc.). The Town classifies transient lodging into three types: Type 1 (traditional hotel style with 13+ units), Type 2 (short-term rental style with 3 to 12 units), and Type 3 (owner-occupied with 2 or fewer units). Type 1 and Type 2 facilities must include one long-term residential unit for every four transient lodging units created. There is also a density limit preventing new Type Two facilities in the CC zone where three or more already exist within 250 feet. Property managers for Type 1 and Type 2 must be on-call 24 hours and able to respond within 30 minutes. Short-term rentals are prohibited in all residential zones (FR and VR).
